If it's OK to heat water to just 65 degrees Celsius, why do some authorities recommend boiling water ?

Partly because of old habits and partly because it's easy to determine that the water is safe to drink once you see the steam coming out of the kettle.

The WAPI supplied with Aquasafe is essentially just a simple thermometer, that shows whether or not the water has reached 65 degrees Celsius. The WAPI therefore provides the user with a signal that the water is safe, and thus it is no longer necessary to cook the water, since the signal effect of boiling is now redundant.
